's degree in transportation planning and land use planning. what paul gave me was a detector to figure out when planning is coming at me and when they are lieing? when i think we have done is pushed the boundaries, where we have done the best deal that the planning would introduce to the commission of the plan had conditions. they wouldn't let it be a completely citizen-driven process. supervisor wiener talking about funding for various impact fees we tried to push the limits by create a new way to get more benefits from the developers, and then having developers complete with extra benefits to ensure that the community get more, leveraging scarcity for benefit. when planning and the mayor pull all the politic strings and the task force has burned-out, it's not kosher. i think the win is saving the residential enclase district. by the same token, we don't want to mix the uses. so on folsom street, why allow more entertainment on folsom street? we need more of the seattle-based models to allow residents to have primary stake holder status in determining the out come of the communities bec

to us to see and we have done that in the past where the director shared with us the new designs and plans, and i think that it is innovative and the land dedication and the on site affordable and having a former board member and aware of the challenges that that organization has faced with the brick and mortar space and hope that it be a model. some of those merchants could actually live in that area. i am familiar with the concourse and i am doing a large gala, i was sad when we picked the space we didn't know what it was going to be demolished and i understand the point to that. not to say that we would not have used the concourse, but that could be a place that we could use it in the future, it is unfortunate that was a place to know if they were selecting that site this year or last year and this could be the final year and it is regrettable. it is a very large, kind of warehouse spait and it is not worth preserving but it is one of those spaces of the type and size in the city. but it is primarily used for a lot of big events because there are not a lot of big spaces for th

know, try to achieve the greatest number of units because that makes the greatest sense for us in terms of the economy of scale in terms of the particular development and so our goal will be to try to achieve the limit that you are authorizing at 150 for the site. and on that particular site. and that will be part of the request for proposals. and the i think that the only question, is really the question of timing in terms of the pipeline and you know all of the competing needs from on the housing trust fund but they are clearly very interested in this neighborhood. we don't have affordable housing in this immediate neighborhood now. we think that affordable housing is a public benefit that should be shared with all neighborhoods of san francisco and so we look forward to developing it on the site. >> thank you for that comment, as far as the architecture goes, i think that the skillfulness on how both projects are presented to including the detail and does not really require anything in common, the one that i think that i hope and if you want to ask to please come to the podium, norma

that this is a very good project and i think that it is exactly what we need one speaker spoke about mixed use and i think that is clearly, there is going to be people, more people living here, the people who will not only work here, but also will take care of their nighttime activities and make it a much more vibrant area of the city. and then someone else spoke about the entitlement for a project that may be sold in the future. and the entitlement that goes with the project if we think that it is the proper project then we should entitle it and regardless if it is sold to another entity, that entity is bound by our conditional use or in this case, it is not a 309, i think that it is a 323 approval, i forget the exact number. but the same rules apply. so those are my feelings, i think that it is real good, and i would like to see a little bit of work on the design and trying to make sure that it is as contextal as possible. particularly with the rich buildings of show place square. >> mr. moore? >> i want to speak to both projects because i believe that it is the transformational power that the con

dollars for the mayor's office of housing to use as they begin their site prep work so it's another way to get the process on the affordable side started. there's other economic impacts which are significant in materials of fees, construction jobs and an increase over the real estate tax base that the city currently enjoys from the property as is. so, let me just get to what i think in a lot of ways is the heart of the matter which is the removal of the concourse, that's where we have received a lot of feedback from folks. the process that we've gone through here has been a lot different than what we were facing when we were doing the triangle project which is a fenced off lot and the bus yard, those are not sites where people had any economic, cultural or emotional attachment to the site, and we knew that by taking this work on that we'd be upsetting a vocal and important constituency in the city so we didn't take that act lightly and we tried to review the work in two different ways. let me show you the building, this is the shot of the building going on brannan, this is the floor pl

industrial building on the 1 henry adams site, there would be two mixed use and residential use alt the 1 henry adams site, they would be 68 feet tall, the eastern most portion would be a partial fulfillment of the inclusionary housing requirements. up to 150 units of affordable housing would be constructed on that portion of the 801 brannan site, there are three project variance proposed, variant 1 would include new construction of two mixed use and retail building on the 801 brannan site which variance 3 would also include two buildings on the 801 brannan site, but variance 1 and 2 would not change development on the 1 henry adams site from what is proposed on the project but would not include land dedication to the city. total development would include 1 million 187 thousand 943 gross square feet with up to 824 residential units, approximately 54 thousand 600 retail space and 866 parking spaces, since publication of the draft eir, variance three is the proposed project, a copy of the draft eir certification motion is before you, the public hearing on the draft eir was held on july 28,

are before us but i do make reference to it now, it's on rtc91 which is a rendering of 801 brannan in the comments and responses and the design is quite a bit different than what is going to be before us, however, i have reason to believe that the massing is the same and that's what really we are considering when we're considering impacts under eir, but i will bring that up because the design that's before us in the final project appears different than at least the facades are considerably different than what is present on what is in rc91 of comments and responses and i don't see any problem with that as long as there is no change in massing. >> yes, that's correct, although this was updated in november, 2012. there may have been some design refinements but they don't affect -- >> yeah, that's what i'm expecting. i prefer the earlier one, but that's a design issue which we will take up at the time of the item itself, but i see no change in the massing and the impact that is being analyzed, so with that in mind, i would move to certify the final environmental impact report. i feel i

or hearings on this. the only time that we heard of it was when it came back to the land use committee. when we objected to the area, they passed it on anyway as they have always done with those of us who live and breathe in bayview hunter's point. i would like to say there was an eir done, it was done by the health department and i disagree with what they presented to the staff here because of the fact when the eir was done, it was not done on the sight of 5433rd street, it was done a block away. i had three deaths in my family within the last two weeks from cancer, a young lady, 30 years of age died from asthma, as you know in my community, it's the worst in the city, in the united states of my people dying, the community have changed and i don't know what happened. i used to be able to receive -- when you have in your meetings, agendas, i'm still alive, in fact, i would like to say this, i wish that you bring this back to the floor dealing with the discretionary review, you're going to have other people talking about what's happening. my daughter sent you all an invitation next week, next

and that will help provide active uses at the ground floor, the building has classical proportions but in a contemporary style and they are zinc metal clad siding with plaster accents. moving around to rhode island streets, we are providing sidewalks with a bus stop, folks are currently waiting in the street, and this is showing how the massing is turned inside out and the courtyard is actively connected with the street. moving around to alameda and henry adams, we see on henry adams in particular, there is no sidewalk, the cars are parking perpendicular which in fact we liked and the proposed view shows the other side of the h shape building showing again how the scale is broken down and again on the south building, we have the 17 foot first floor. the [inaudible] on the south building are cement plaster, that is stucco with zinc accents, and then moving down henry adams, we have -- this is a view into the muse and this is also showing that unusual grade condition that we talked about where the historic street dips down for loading purposes and with the old brick warehouses, we'v

that i have ever experienced, hydrogen sulfide, some of the words that are used to breakdown the solids, i went to 3250 and i asked the residents there, the meat markets there said that's the worst thing that could be done. who would allow a youth medical facility to be in this environment? the residents there said they had opposed it. we had no knowledge of this happening and i went and spoke with district 10 representative and they told me it was done because -- that they didn't want to lose a million dollars, so you mean to tell me that you put a price on our children. i have a son that was in this -- went to this doctor and i will not say no names, i took my son away from her practice because i couldn't believe that this person would put a million dollars in one of the most befouled areas there is. i went and took pictures and i saw the residue of what was coming up out of the water and that the representative of the sewage plant admitted they had a broken seal that had not been fished but near fisherman's wharf, they don't smell that, this is genocide in this community, and we're a
